Every building project in the RAJUK jurisdiction begins with one thing: an approved plan. Get it right and your project starts on schedule. Get it wrong and you can lose months before the first excavator arrives. Here is how the process actually works in 2026, and where projects lose time.
What you need before you apply
RAJUK reviews the paperwork before it reviews the building. Assemble these first: the land ownership documents (mutation, khatian and up-to-date rent receipts), the mouza map and a recent survey, your architectural and structural drawings prepared by an enlisted architect and engineer, a soil test report, and the prescribed application form with fees.
The single most common cause of rejection is a mismatch between your land documents and your drawings — a setback that does not match the plot boundary, or a FAR (floor area ratio) that exceeds what the plot and road width allow. Confirm your permissible FAR and setbacks against the current Dhaka Imarat Nirman Bidhimala before your architect finalises anything.
The approval sequence
After submission, the file moves through document verification, a site inspection, and technical review by RAJUK's authorised officer. Clearances from the fire service and, for larger buildings, environmental and other agencies are typically required in parallel. Once technical review is satisfied, the plan is approved and the permit issued.
Where files actually get stuck
Three places, in our experience. First, incomplete or inconsistent land documents — fix these before you apply, not after. Second, drawings that push the limits of FAR or setbacks and invite revision requests. Third, the site inspection, which can slip if the plot is not accessible or clearly demarcated. Building a small buffer into your programme for each of these is realistic planning, not pessimism.
How to keep it moving
